    "content": "THAT, Clause 176(2) (c) be amended by deleting the words “for the approved budget for the previous financial year” and substituting therefor the words “submitted to the county assembly for approval”. I want to bring to the attention of the House that there are some words missing on the last line. What was agreed up will be to add “for the purposes of meeting expenditure of an urban area or city”. This will mean that it will read:- “176(1) If the annual county Appropriation Act for the financial year has not been assented to, or is not likely to be assented to by the beginning of the financial year, the relevant county assembly may authorize the withdrawal of funds from the County Revenue Fund for the purposes of meeting expenditure of an urban area in accordance with subsection (2).”"
