    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 199 of the Bill be amended by deleting the words “five years or to a fine not exceeding ten million shillings” in between the words “of” and “or” and replacing them with the words “two years or a fine not exceeding two million shillings” so as to read as follows: 199. Except as otherwise provided by this Act, a person who is found guilty of committing an offence under this Act for which no other punishment is given, that person is liable on conviction to a term of imprisonment not exceeding two years or a fine not exceeding two million shillings, or to both.”"
