    "content": "Mr. Temporary Deputy Chairman, Sir, I was saying the whole amendment reads as follows:- “Except as otherwise provided by this Act, a person who is found guilty of committing an offence under this Act for which no other punishment is given, that person is liable to a conviction of a term of imprisonment not exceeding two years and a fine not exceeding Kshs2 million.” We have made provisions for punishment for offences that are there."
