    "content": "Madam Temporary Deputy Chairlady, one final point I would like the House to consider is that we are all interested in a democracy through the multiparty system. We are trying to develop parties but our parties are still at infancy. We were saying that particularly for this period, we are trying to get the law of the Political Parties Act to regularize the parties. We are funding them. So, while the State is trying to give them some capacity, there are still the old habits of people controlling parties and not giving the rest of us political rights of association as enshrined in Article 38. We were saying that for the purposes of the first General Election under this Act, if there are Transitional Clauses in the Constitution, why not in this particular one? I wish to oppose the President on this one."
