    "content": "Madam Temporary Deputy Chairlady, the point we are raising here is of utmost importance. What the Minister is trying to do is to shortchange the ruling or the directions given by the Speaker in the morning. We have been sitting since morning to find out if the Minister accommodated the recommendations of this House, through the Budget Committee. True to my suspicion this morning, what we found was that the Treasury was trying to short change the Budget Committee and its recommendations and the whole of this House. We have been sitting since 10.00 a.m. We have come up with recommendations and we agreed that we are bringing a corrigendum and that is what the Minister should have been tabling now and not an Appropriations Bill which does not accommodate those amendments. This is a constitutional issue."
