"content": "Mr. Deputy Speaker, Sir, I am amazed by the way the Assistant Minister is answering this Question. It seems to me that he does not even believe in his answers. I am a victim because whenever I go to my constituency I always get those alerts. With my level of intelligence I did not know that I was supposed to switch to the manual mode. How does he expect all the people who live along the border of Kenya with all the countries to know that they are supposed to switch from automatic to manual mode? Why can the service providers not set all phones on manual mode, so that if you want roaming services, then you are the one who is supposed to change? Why is it the other way round?"
