    "content": "Madam Temporary Deputy Speaker, I wish to, firstly, congratulate the Minister. This is the first time we have passed the Appropriation Bill in a record time. I believe that we are ahead of the others. I also want to thank Members of the Budget Committee and the Committee on Finance because this is the only time that the views of Kenyans, which were collected by Members of the Budget Committee, have been taken into consideration. In terms of the Budget-making process, this time round, Parliament never acted in vain. Whatever Parliament said was done. Therefore, I want to congratulate Parliament as well as the Minister."
