"content": " Madam Temporary Deputy Speaker, let me take this opportunity to thank, first, the Chairman of the Budget Committee, Elias Mbau, the Chairman of the Departmental Committee on Finance, Planning and Trade, Chris Okemo, all their Members and the Members of the National Assembly and also the Treasury officials for a job well done. Yes, it is true I have rushed the Budget Committee but it was with good intentions. We have now made history that since we attained Independence this is the first Appropriation Bill that has been approved by the National Assembly before the end of the Financial Year. Meaning from 1st July all the Ministries will have their full allocation. They will not even use the 50 per cent that you had approved previously.
