Is the Chairman in order just like my friend Mr. Otieno said, to imply and mislead the House that the Minister for Medical Services knew that money was being paid to non-existent facilities when the Minister of State for Public Service has said very clearly that payment was based on capitation to the service providers and not to facilities? That is the principle of capitation and the Minister for Medical Services does not micromanage the NHIF in its daily operations."
