    "content": "Mr. Deputy Speaker, Sir, I am the person who goes for the meetings he is talking about. These are meetings between the Government Ministries and not between the Ministry of Information and Communications and Safaricom. Safaricom, Airtel and Airtel Uganda are service providers. Once the charges are effected, they are submitted to a service provider and not to my Ministry. So, when they have already offered services and the billing has been done, it is not possible for us to retrieve the money and bring it back to the clients."
