On more than one occasion, you have reminded these Ministers here starting with the Leader of Government Business that there is a collective responsibility on each and every one of them to ensure that they are accountable to this House by answering Questions. Is it in order for a Minister to stand up and say: “That is another department of Government and I do not know?” Is it in order when there is collective responsibility in the process? It behoves upon each of them by the Constitution itself."
