    "content": "Mr. Deputy Speaker, Sir, the Ministry of Agriculture is very notorious for the way in which it deals with farmers. They do not pay pyrethrum farmers. They do not pay sugar-cane farmers. They do not pay maize farmers. The Ministry is known to have returned almost Kshs8 billion to the Treasury at the end of the last financial year. What is the Ministry doing to make sure that farmers of this country are properly taken care of, so that they can go back to the farms?"
