    "content": "Mr. Deputy Speaker, Sir, we have done some analysis of the problems we have encountered within the sector. The first problem has been lack of enforcement of the law as well as the regulatory framework within the sector. The other problem has been lack of a law on pyrethrum production. What we are doing is to ensure that farmers are paid in time, so that they can be motivated to ensure that we have adequate production. The other measure is to ensure that we have good corporate management of the PBK, because poor corporate governance and mismanagement have also led to poor performance."
