    "content": "Mr. Temporary Deputy Speaker, Sir, I want to plead with Members of this honourable House to support this Report on the basis that this Committee did a very commendable job in terms of valuing public participation in the entire process and meritocracy. When we talk about merit, let us go by it. It is not fair to have a candidate who has done absolutely well and then, at the end of the day, without giving reasons, we want to disqualify that particular person. That will leave room for speculation."
