    "content": "Mr. Temporary Deputy Speaker, Sir, extension services are one of the priority functions of the agricultural sector. There have been multiplicities of extension services providers that have come up in the last 20 years to fill in the gap created by embargoes on recruitment in the Civil Service during that time. However, due to inadequate institutional arrangement, lack of legal and regulatory framework, poor coordination of stakeholders and slow flow of resources, the impact has been slow. Furthermore, the extension services have been lethargic with little or no regard to the entire value chain, a prerequisite in the transformation of agriculture from subsistence to commercial enterprise."
