    "content": " Mr. Deputy Speaker, Sir, I want to assure you that we do not have that problem in the Ministry of Local Government. You are aware that the substantive Minister is unwell. I had six Questions this week and I looked at all of them on Monday and when I saw the answer to this particular Question, I realized that it was not going to be satisfactory. I then contacted the Town Clerk who assured me that he would address the Question himself and give me the answer within 48 hours. I am waiting for that answer so that I can come and address it and that is why I did not want to delve into this Question."
