"content": "Assistant Minister, Standing Order No. 42(5) states: - “When the Speaker directs that a Question is in order (all Questions that are filed by hon. Members are approved by the Speaker or his deputy) the Clerk shall, as soon as possible forward the Question to the Minister to whom it is directed and the Minister shall, within five days of receipt of the Question, submit a written reply to the Clerk.” Standing Order No.46 states:- “It shall be disorderly conduct for a Member to fail to ask or for a Minister to fail to answer a question listed on the Order Paper without the leave of the Speaker.” So this business of coming to the Floor of the House and asking for additional time and failing to answer a Question; failing to have the answer within five days, are both disorderly conduct on the part of the Government."
