    "content": "The Sessional Paper takes a sector-wide approach and addresses key sectoral issues in the delivery of the extension services. It gives guidelines on addressing and creating funding modalities, packaging of technologies, creating capacity building, application of Information, Communication and Technology (ICT) in agricultural knowledge and information systems in general. It is anchored within the context of the agricultural sector development strategy principles. The National Agricultural Sector Extension Policy will be easily cascaded to the development of county structures as they take root."
