    "content": "Mr. Speaker, Sir, in 1982, 1983 and 1984, in Baringo County, there were about 48 agencies, including Food and Agricultural Organization (FAO) who were trying to do extension. The net result is now being felt today when we have the Mathenge weed, which was introduced by one man, Kriegler, who was hired by the FAO. He was an expert. He believed this weed was a suitable agronomic crop that can both be used for firewood and also for forage. I am at pains when I do recall the hope and the funds which were bestowed in Baringo at that particular time in an effort to try and rehabilitate Baringo. When you look at what has been achieved today, that would make you and this House to understand what goes on when you have poor extension services."
