The Government should rarify the Kampala Protocol on IDPs. 18. The current parliamentary Select Committee on IDPs should continue to provide oversight on the Government promise on IDPs until the end of the Tenth Parliament. 19. The Government must fully comply with the national values and principles of governance as provided for in Article 10 of the Constitution and in particular, Clause 2(b) on human dignity, equity, special justice, inclusiveness, non-discrimination and protection of the marginalised.
