    "content": "One of the contentious issues is of profiling of IDPs. There are instances where they have profiled the wrong people deliberately. They have left out people who actually suffered as alluded to by various speakers here. That was enough ground for the Provincial administration to stay away and an independent entity to be established to be able to profile all Kenyans who suffered. Unless that is done today, many deserving cases will be left out."
