(a) Is the Minister aware that Kenyan youths who are 18 years and above are unable to register to be issued with National Identity Cards because they are required to pay Kshs100? (b) Is he further aware that the people who lost their identification cards are required to pay Kshs.400 for a replacement? (c) Could the Minister confirm that the Ministry does not have a clear policy on this matter as exhibited by the contradictory directives in the House and to the public, and could the Minister state the position of the Government on this matter?"
