    "content": "Mr. Speaker, Sir, I appreciate the answer that has been given by the Minister. If it is true that identity cards are now being issued free of charge, that is good news. However, I wish to request him to write a circular to all his officers throughout the country, so that they can effect what he has said. His officers on the ground are charging Kshs100 for new registration and they say that this money is for a photograph. They are charging Kshs300 for replacement of identity cards because that is what is in the gazette notice. Could he commit himself to write a circular to all his officers?"
