(a) Under what circumstances were Messrs Samuel Ogalo, aged 52 years; Dickson Andata, aged 50 years; Samuel Ayuko, aged 49 years; and Oduor Ugenya, aged 54 years, all of whom were night guards, murdered outside Shivling Supermarket in Homa Bay Town on 29th July, 2012? (b) What steps have the police taken to arrest the culprit(s)? (c) What measures have been put in place to curb the rising insecurity in Homa Bay Town?"
