    "content": "Mr. Speaker, Sir, it is not only in Homa Bay Town that there is an increase in crime rates. Homa Bay Town is just the headquarters of Homa Bay County. Between Homa Bay Town and Mbita, there are increased incidents of crime. Given that in that instance, there is a very clear case where the police have failed to exercise due diligence to deal with this matter even by failing to respond on time, could the Minister then consider taking up part of the burial expenses of those families even if it means liaising with the Ministry of State for Special Programmes?"
