"content": " Mr. Speaker, Sir, I beg to reply. (a)Yes, I am aware that the Teachers Service Commission (TSC) received a photocopy of Mr. Karimi Richard Mithamo’s promotion letter on 16th July, 1999. According to the copy of the letter which the reference is given dated 4th July, 1996, the teacher had been promoted from P1 to S1 with effect from 1st July, 1996. On verification from the list of those teachers who had been promoted, his name was not there. The TSC communicated this information to the teacher on 18th August, 1999 advising him to liaise with the Ministry headquarters to confirm the authenticity of the promotion letter. The teacher did not respond. However, on further investigation of the matter, the Commission discovered that the letter presented was fake; that it was a fraud. (b) In view of the answer given, the TSC, therefore, did not recognize the photocopied promotion letter produced by Mr. Karimi. It was declared null and void and a forgery. That was the reason why his salary increment has not been effected."
