    "content": "Mr. Speaker, Sir, the Minister says in his answer that the airstrip is being intended for administration, communication, emergencies and security operations. As I speak, I have just informed him that cows and donkeys are grazing there. I have also informed him the airstrip is not fenced. From his answer, he says this airstrip is intended for administration, emergencies and security details. I am just reading from the next page of the paper I was given. How does he expect security to be managed and yet the airstrip has not been fenced and animals are grazing there? How does he even expect the security personnel to land there? In the circumstances, could the Ministry set aside some funds at least to fence it, so that animals can stay away? Could they also do a bit of upgrading, so that the security and emergency planes can land there during this financial year? Do they need to wait to do these small things the next financial year?"
