"content": "On a point of order, Mr. Deputy Speaker, Sir. There is a very pertinent question that has been asked by Mr. Kigen and followed up by Mr. Olago, which is very simple. The Assistant Minister has confirmed that procurement was done by the Ministry, but why was 30 per cent paid? It is as simple as that. Why was it paid knowing very well that even where a particular percentage is paid it is paid when you meet certain conditions? If it was road construction one would understand that a contractor is told, “Move your equipment on site and we will pay mobilization fee when the equipment is on site”. Is the Assistant Minister in order to give the impression to the House that schools are not part of his Ministry?"
