    "content": "THAT, recognizing the disastrous effects of climate change on environments as shown by the devastating effects of the current famine ravaging the country; noting that this has led to acute water shortages in many parts of the country and especially in Northern Kenya and other Arid and Semi Arid Lands; conscious that water is life and essential to human survival; appreciating the government efforts to improve water availability and sanitation in the country; further appreciating that the government has failed to realize its objective of providing water to all through water services boards; aware of the inequalities in the resource mobilization and allocations to districts and constituencies; this House urges the Ministry to allocate 10 per cent of its budget to all constituencies in equal proportion and another 10 per cent to Northern Kenya and ASAL constituencies; and further that constituency will have a Constituency Committee comprising of the following membership; One Representative of the Provincial Administration; Water Engineer responsible for water matters in that Constituency or his designated representative; Five representatives of the Constituency Development Fund Committee and One representative each for youth and women respectively and that the chairmanship of the committee shall be from category three of the membership and category two shall be the secretary of the Committee."
