    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) My Ministry has not reduced funding to constituencies as this is clearly governed by the law. Indeed, the figures show that in general, allocations to the constituencies have increased steadily since 2008. (b) The Kenya Roads Board funds allocations is done on the basis of the thresholds and guidelines provided by the Kenya Roads Board Act as amended through the Finance Act of 2009, which provides for 22 per cent of the Roads Maintenance Levy Fund allocation equally to all constituencies and 12 per cent of the Roads Maintenance Levy Fund allocation for the maintenance of critical links. The funds are allocated equally to constituencies."
