    "content": "(a) Due to a downward revision of the budget for the Ministry over the last financial year, Ilengeni Dam could not be reconstructed as planned. However, all the necessary works for reconstruction have been completed and the necessary funds kept aside. (b) The Ministry, through the National Water Conservation and Pipeline Corporation (NWCPC), is going to start the reconstruction this August and Kshs6 million has been allocated to carry out the works to completion."
