    "content": "Mr. Temporary Deputy Speaker, Sir, the most important thing for me and the fundamentally important element of this Bill is that the Government and the public sector were exposed; there was high risk associated with investment in public sector. Very few people want to invest in public sector projects. When we have this kind of policy framework and legislation, this Bill will mitigate and help reduce the risk that comes up with investments in the public sector."
