    "content": " Mr. Deputy Speaker, Sir, hon. Members may have realised that there has been a bit of a delay in payments across the public sector recently. This follows the adoption of a new system of disbursement of funds to every public sector, especially after bringing on board the issue of counties in this particular financial year. So, while I may not necessarily be exonerating the Treasury from blame on this particular item, generally, there has been a delay, which affected even Parliament. Hon. Members know that even salaries and other payments within Parliament have recently been delayed. I would also like to inform my colleague that there is always supposed to be explanation for delays. So, I do not think it is difficult for any of us to inquire from the Treasury and get the right information before coming to the House. I would like to advise my colleague to consult further before coming here, so that he knows exactly why there is a delay in releasing the money. So, that could be one explanation although I may not say that it is the only reason for the current delay."
