I am uncomfortable with technology because it has failed since yesterday and the Information Technology (IT) Department will confirm to you that they are still working on it. So, it is not a problem of procedure. I want to inform hon. Koech that the issue of the Integrated Financial Management Information System (IFMIS) that the Assistant Minister is alluding to was only a problem in July and not in June, when the Kshs4.8 billion was supposed to be disbursed. More so, even with the problem of IFMIS, that was sorted out by Tuesday last week. If the Treasury wanted to send out any monies, they would still have done it within a span of ten days."
