    "content": "Mr. Deputy Speaker, Sir, I seek your guidance because the Assistant Minister has answered the same way he answered last time. The reason why he was told to go back was to acquaint himself with the relevant Act, Cap.308, which clearly states that: “There shall be established a fund for the purpose of training Kenyan nationals”. Last time, he was insisting that this fund is for people working in the Civil Service. He has not clarified whether the Act, which I have quoted and which he was asked to acquaint himself with, because at that time he did not seem to have the knowledge of what the Act was talking about."
