    "content": "Mr. Deputy Speaker, Sir, I have read the provisions of the Act, Section 11 and if I can read it loudly, provides that: “There shall be established a training fund for the purpose of training Kenyan nationals in the petroleum industry.” This training fund is levied to prospective oil companies in Kenya and the funds are meant for capacity building of Kenyan nationals in the petroleum industry. Our understanding is the sector in which we are in charge."
