    "content": " Mr. Temporary Deputy Speaker, Sir, I beg to second this Bill. In seconding it, I wish to say that this is perhaps one of the most important pieces of legislation that this House is going to pass. Part of the problem we had in 2007/2008 came from lack of clear laws on the process of the transfer of power; the old Constitution provided that one became President upon being declared a winner and would be sworn into office. The ceremony was unclear. This particular piece of legislation gives effect to the provisions of Article 141 of the Constitution, which makes it very clear that the President elect shall be sworn into office by the Chief Justice or his deputy. It says that this very important ceremony in our public life must be done in the capital city. It gives elaborate procedures as to how this should be done."
