    "content": "It will please the Members to know that this Bill came as a result of the good work and the befitting remarks that you make about the role of my sister, hon. Dr. Sally Kosgei when she was the Head of the Civil Service. They left minutes behind. We thought that with this new dispensation and according to the new Constitution, we must come up with a Bill which will give us the structure for a smooth transition from one president to another. All the remarks that the Members made will be taken into account when we make the necessary rules and regulations on how to go about implementing this Bill."
