    "content": "Mr. Speaker, Sir, that is a fair question which is being addressed through the new law which this House was gracious to pass recently, the Engineers Act and the National Construction Authority Act. Those two pieces of legislation will be used to make sure that the contractors do comply with the time limits, or the deadlines that have been set. Nevertheless, there are also challenges which are beyond the control of the contractors like the weather conditions and other situations affecting them from outside the country like inability to receive some of the inputs for road construction on time. However, we will do everything we can to make sure that timeframe is complied with."
