    "content": "Mr. Speaker, Sir, I heard the Minister say that the reason why this road was not constructed was because it was tendered, an award was made and then there were no funds. There is the requirement of Act No.3 of 2005 – The Public Procurement and Disposal Act, Regulation No.10, which says, before an award is made, the Accounting Officer must satisfy himself or herself that funds have been allocated for that contract. So, clearly, the Accounting Officer must have made a mistake in awarding the work before he was satisfied that the funds were available. What action has been taken against the Accounting Officer?"
