"content": " Mr. Speaker, Sir, on 1st September 2011, hon. Ogindo rose on a point of order and requested for a Ministerial Statement from the Minister for Finance in relation to the following three World Bank-funded projects:- (a) Western Kenya Community-driven Development and Flood Mitigation Project. (b) Kenya Education Sector Support Programme. (c) Arid Lands Resource Management Programme Phase II. He further sought for a clarification on the findings and recommendations of the Internal Audit Department of the Treasury on those projects and further, an explanation on the responses of the World Bank, if any, to the audit report. He also requested that I table copies of the reports and responses from the World Bank. Mr. Speaker, Sir, the audit findings, recommendations and responses from the World Bank are as follows:- Let me start with Western Kenya Community-driven Development and Flood Mitigation Project. That project is implemented by the Ministry of State for Special Programmes and the initial indepth forensic audit carried out in October 2009 revealed cases of suspected fraud and ineligible expenditure amounting to Kshs55,993,947.20."
