I would want him to confirm whether under the Vienna Convention, the diplomatic relations (1961), a foreign ambassador is required to communicate directly or through the Ministry of Foreign Affairs; he cannot go directly to Government departments, present documents and hold a Press conference when doing that. Could the Assistant Minister confirm that?"
