"content": "Mr. Oyongo-Nyamweya): Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute on this Bill. More importantly, I want to thank hon. Mungatana for bringing the Bill for discussion. If we look at history, this is the first Bill that we are going to have that covers a crop which the colonialists did not come with. We have Acts on coffee, tea, sugar and pyrethrum. So, this is a very crucial Bill for this nation. It goes along to promote what has been grown in this country for many years. I support the Bill because it will go a long way to support the local community and create employment. It will also spur economic activity in the coastal region. If this crop can grow in other areas, then it should be introduced there. The idea of bringing this Bill will reduce poverty in the coastal region. Once this Bill is passed, the crop will be supported by the Government like other sectors. Research will be conducted so that the yield of the crop can improve. Time will also be taken to develop it so that more income is earned. This is a clear point of marginalization which has taken place over the years because of ignoring regions which are fertile and have the capacity to produce the crop. The crop is readily available but it is neglected. There is no support even from the relevant Ministries. So, I support this Bill. However, what is important is that the Government, the Ministry and the people concerned should spend time on it. We have very good experts who can develop a better crop for high production. Because other Members want to contribute to this Bill, with those few remarks, I support it."
