Article 54 of the Act says that your Ministry should have formed rehabilitation fund that should have been able to set up rehabilitation centres. Since it has taken you 18 years to establish the two rehabilitation centres in Mombasa and Nairobi, how long should we be waiting for you to decentralize these centres in the 47 Counties?"
