    "content": " Mr. Speaker, Sir, I was saying that this Question can best be answered by the Ministry of State for Provincial Administration and Internal Security because it is dealing with theft of transformers, Telkom wires, roads furniture and metal tools. It is also dealing with the fines and jail terms which are imposed by the courts and the fact that they are lenient. It can also be answered better by the Ministry of Justice, National Cohesion and Constitutional Affairs. So, we have written to Parliament to that effect."
