That is because the Ministry of Water and Irrigation has been in discussions with their counterparts in Ethiopia for a very long time on this matter. The Ministry of Energy has also equally been involved in those talks and the experts within the Ministry have also been engaged in this particular discussion. Yes, there is going to be some effects because as the dam is filling up, there will be less flow of water coming in. But once the dam is filled up, apart from the water that is being used for irrigation purposes, the bulk of the water will flow into the lake. So, unless we are going to tell Ethiopians that they do not have the right to make use of the water that runs through their territory, I do not think that we are going to be fair to them.
