    "content": "CDF. We want to disburse the money immediately because we are late by one week as we had agreed with the Chairman. I am informed that by Monday, all the Members of Parliament who have requested for funding, and I am told that they are over 100, will get their funding. My request is that, do not start new projects but complete the projects that are already there. This is because we do not want to have uncompleted or stalled projects. That is my request to Members of Parliament. Please, do not start new projects but complete the ones that you already have. That way, when we move to the county governments, they will not say that they inherited stalled or abandoned projects. Lastly, for the first time in the history of this country - thanks to the Members of this House and the Chairman of the Budget Committee - we are able to give all the Ministries their full annual allocation. The Vote on Account is normally 50 per cent but we were able to do that. I think we have set a very good precedent and for that, I am really grateful for the support that I receive from Members of this august House. With those words, I beg to move."
