    "content": "Mr. Speaker, Sir, first, I want to correct the impression that the deceased was shot outside the training area. I have a map, which I will make available to the hon. Member, showing exactly where the deceased was shot. This is a normal training area for the Kenya Defence Forces. That is where the unfortunate incident took place. I have also said that we are in communication with the Commission of Police. We have forwarded to the Commissioner of Police a copy of the memorandum of understanding, so that he may see clearly that this matter falls under his purview. Therefore, he has to deal with the matter according to the law."
