"content": "Mr. Speaker, Sir, this one talks about ground breaking. This is addressed to the Permanent Secretary and the Managing Director. This is from the Secretary to the Cabinet. It says:- “It is imperative that ground breaking be held on 30th November 2012 at the latest” This is the Cabinet saying that, yet the Minister has been in public saying that there would rather be no ground breaking even if it takes how long. He needs to come out very clearly because we have shown you seven different offices which have advised your Ministry and yourself. It is only you who is not a lawyer who has other legal opinions, which nobody seems to understand, including your own committee on which you sit. Are you in order?"
