    "content": " Mr. Speaker, Sir, I beg to move to the following Procedural Motion:- THAT, pursuant to the provisions of Standing Order 107, this House orders that the publication period of the Kenya Defence Forces Bill (Bill No. 35 of 2012) be reduced from 14 days to 11 days. Again, this is a Procedural Motion; this Bill should have been moved together with the others but for some reason, it was left out. It is one of the Bills required within the new constitutional framework. Fortunately, hon. Members have had more time to look at it but we now need to have it reduced so that it can get to the committee and it can start looking at it. We do not need to belabor the point; the House was very magnanimous in terms of granting for all the others and I would wish that they do the same on this one. With those few remarks, I beg to move and request Mr. Oparanya to second."
